In the context of rising health care costs and the increasing burden of chronic diseases, health care systems in developed countries face a range of challenges: timely access to high-quality services, effective coordination across health care providers, patient engagement and self-management, and efficient use of resources.  I study how health care system factors, social policies, and health behaviours affect population-level health care utilization, health care spending, and health.  Rigorous evaluations are needed to understand the effects of these factors and to reliably inform future policies to improve health and control health care costs.

In terms of health care system factors, I evaluate the effects of efforts to improve the organization and delivery of primary care in Canadian provinces over the last decade, particularly in Quebec.  A second theme in my research examines the impacts of changes to clinical policies, rules, and guidelines in the areas of cancer screening, obstetrical care, and new drugs to treat Hepatitis C.  Since social factors and prevention efforts may also contribute to population health, I also evaluate the impacts of policies and programs related to health behaviours.
